Program Eligibility Minimum 18 years old Eligible to work in Canada Unemployed or working less than 20 hours per week on average.
This means, if you are in Ontario and has a Work Permit of some sort, you are eligible to go through this program for free, then work and pay taxes, and become Permanent Resident.
